Synchronisation of the Baltic States’ electricity system with continental Europe

On 8 February 2025, the Baltic States disconnected themselves from the Russian electricity system, and on 9 February 2025, Estonia, Latvia and Lithuania synchronised their electricity systems with that of continental Europe. It has taken decades of effort for the Baltic countries to synchronise their system with the European electricity system. The Competition Authority as an energy market regulator has also played a role in the preparatory process.

Amendments to legislation

Energy and competition supervision are important topics that impact both the Estonian economy and people's everyday lives. The first subtopic discusses developments in energy policy, including amendments to the Natural Gas, Electricity Market, and District Heating Acts, which aim to enhance supply security and support the transition to a climate-neutral energy economy.

Analysis of public charging infrastructure for light vehicles

The Competition Authority conducted a thorough analysis in 2024 to assess the competitive situation and market development trends in the Estonian public charging infrastructure for light vehicles. The analysis revealed that charging infrastructure is expanding mainly to larger localities, while charging opportunities and market development are limited in sparsely populated areas.

Analyses

The Data and Economic Analysis Team, established in the autumn of 2023, completed its first full year of operation in 2024. There are three members in the team.  The unit operates horizontally within the organisation, serving both the Regulatory and the Competition Division based on the Authority’s priorities.
The high-priority tasks of the Data and Economic Analysis Team include implementing new software solutions to enhance the efficiency of the Authority. These solutions also aim to improve the collection and processing of information.

Call for tenders for the purchase of heat in Narva

The price of heating for consumers is significantly affected by the type of fuel used in its production.

The only undertaking that currently produces heat for the Narva city district heating network is Enefit Power AS, which owns the 11th cogeneration unit of the Balti Power Plant (Balti EJ 11th unit) and sells heat energy to consumers through the network operator AS Narva Soojusvõrk. In 2023, the Competition Authority approved the maximum price of heat in that area at 60.44 €/MWh.

The Competition Authority approved Elektrilevi OÜ’s application concerning network charges on 28 June 2024

On 28 June 2024, the Competition Authority approved Elektrilevi OÜ’s application concerning network charges. The cost and profitability information on which the application was based was submitted by Elektrilevi OÜ to the Authority for analysis on 3 November 2023.

Concentration of OÜ Playground Advertising, AS Postimees Grupp and Target Master

On 8 May 2024, the Competition Authority authorised the concentration of OÜ Playground Advertising, AS Postimees Grupp and OÜ Target Master by decision No 5-5/2024-026. The notice of concentration was submitted to the Competition Authority on 22 December 2023. As an interested party, AS Eesti Post submitted an opinion and objections to the concentration.

Unfair trading practices

In 2024, the Competition Authority received four complaints (including anonymous notices) regarding possible unfair trading practices in the agricultural and food supply chain. The complaints primarily referred to commercial practices such as excessively long payment terms, charges not related to sales, or other problematic practices or contract terms.
