The aim of the Authority is to ensure fair competition and just prices. We also place importance on promoting innovation, protecting consumer interests, and ensuring the efficient functioning of markets.
In 2025, the focus of the Competition Division of the Estonian Competition Authority will be on telecommunications services, retail trade, the waste market, and digital markets and platforms – sectors that have recently attracted significant public attention.
Setting clear priorities improves our ability to identify competition restrictions and take steps to eliminate them in areas that have a substantial impact on both the national economy and consumer welfare. In addition to monitoring market developments, the Authority also plans to take other proactive steps to achieve its goals, such as conducting market analyses, raising awareness, and cooperating with other institutions.
In 2025, the Authority will also focus on identifying and combating unfair trading practices to ensure a fair and transparent market environment.
The focus of the Regulatory Division of the Competition Authority this year is on activities related to the functioning of the electricity and gas markets, including heightened attention to transactions in the electricity wholesale market.
As 2025 marks the transition of our electricity system to the Continental Europe synchronous area, particular attention is paid to the costs associated with this change. The Competition Authority will ensure that only justified and necessary costs are reflected in network service prices. Compliance by electricity and gas network operators with their obligations will also be monitored.
The development of the Price Calculation Information System (HAI) will continue actively, and reforms in regulated sectors – district heating, water, and postal services – will take place, with a focus on pricing regulation issues concerning larger operators. This is because their impact is the greatest and, through input prices, also affects the pricing of many smaller businesses.
